APPENDIX A
• STATEMENT OF OBJECTIVES
Objectives of Identification Activities
An approximately 1067 m (3500 ft) long transmission line corridor on
Bureau of Land Management land is to be surveyed for cultural resources.
Colorado Westmoreland Inc. (CWI) of Paonia has requested a survey of that
portion of the powerline corridor that crosses Sections 24 and 25, T13S,
R92W. CWI has provided a map of the right-of-way and will have the
corridor surveyed and flagged prior to the cultural resources inventory.
Methods
Prior to entering the field, all previous projects and previously
recorded archaeological resources located within the project area will be
identified by means of a site file search through the Office of Archaeo-
logy and Historic Preservation, a check of the National Register of
Historic Places, and a file search at the Bureau of Land Management
Montrose District.
The field survey will consist of a pedestrian inventory of all
portions of the transmission line corridor that have not already under-
gone heavy disturbance. The survey will be accomplished by one archaeo-
logist walking down one side of the 30 m (100 ft) wide right-of-way and
returning up the other side. The archaeologist will inspect the ground
• surface and erosion features for evidence of historic or prehistoric
cultural material.
The distinction between sites and isolated finds will ultimately be
dependent on the professional judgment of the field archaeologist. As a
general rule, a locus with fewer than five artifacts will be considered
to be an isolated find and a Colorado isolated find record will be
completed. When sufficient evidence is found to classify a locale as an
archaeological site of greater than 50 years antiquity, appropriate
Colorado Cultura] Resource Survey sites forms will be completed.
Upon discovery of an isolated find or site, the locus will be
plotted on the appropriate U.S.G.S. quadrangle. Each site will be
photographed, and sketch maps of the site showing topographic features,
cultural features, and association to the proposed project will be
prepared. At prehistoric sites with fewer than 30 artifacts, all arti-
facts will be point plotted and analyzed for material type, stage of
reduction, and length. At large sites, only a portion of the artifacts
will be analyzed. Diagnostic artifacts and prepared tools will be point
plotted and analyzed, and a systematic interval sampling technique
employed to analyze the debitage. Only diagnostic projectile points,
ceramics, or historic artifacts will be collected.
Expected Results
• Previous experience in the project area as well as a review of the
RP3 prehistoric and historic contexts for west-central Colorado indicate
