The SEDCAD+ analyses and all associated inputs are presented in Appendix 12-2, Small Area <br />Exemption Demonstration. As shown in the analysis, due to the successful revegetation <br />efforts, there is no runoff from either site. Given these results HGTI requested, and <br />received CDfB~ approval to permit this area as a small area exemption. <br />Diversion Ditches <br />A number of runoff collection ditches were constructed inside the facilities area during the <br />initial construction in 1979-1980. These ditches route surface runoff to one of the <br />sediment ponds or away from the disturbance area. Exhibit 12-2, Surface Water Control Plan <br />Map, shows the location of these diversions. During the permit transfer process, HGTI and <br />CDMG personnel agreed that the existing hydrologic structures required designs, but that the <br />requirement would only be applicable to the drainage ditches and culverts in the facilities <br />area. In order to demonstrate that the drainage ditches meet the intention o£ the CDh~ Rule <br />4.05.3, SEDCAD analyses were conducted on the existing diversion ditches. Appendix 12-4, <br />Diversion Ditch and Culvert Design, presents design demonstrations for the facilities azea <br />drainage ditches. The ditch designs are summarized in Table 12-1, Facilities Area Diversion <br />Ditches. <br />Existing and proposed culverts within the permit boundary aze shown on Exhibit 12-2, Surface <br />Water Control Plan Map. Culvert design demonstrations are presented in Appendix 12-4, <br />Diversion Ditch and Culvert Design, and summarized on Table 12-2, Hayden Gulch Loadout <br />Culverts. <br />New diversion ditches and/or culverts constructed as pazt o£ any facility modifications mill <br />be designed in accordance with Rule 4.05.3. <br />Transportation Facilities <br />The following describes the transportation facilities within the permit area. <br />Haulage Roads: There are currently approximately 2,400 feet of haulage roads (HGLF-HR1) <br />within the permit area. The HGLF-HR1 haul road starts at the southwest corner of the permit <br />area (at the junction with Routt County Road 53) and progresses eastward to the facility <br />entrance gate for the truck dump. The haul road then continues through the gate to the <br />Truck Dump Hopper. Haul road HGLF-HRS was constructed in accordance with CDfG's regulations <br />as described in Appendix 12-3. A certification statement prepazed by the previous <br />operator/permittee (H-G Coal Company) certifies that HGLF-HR1 was constructed in accordance <br />with CMLRD regulations. A copy of the certification statement is presented in Appendix 12- <br />5, Haul Road Certifications. Figure 12-1, Typical Sections for Haul Roads, was originally <br />• included in the H-G Coal Company permit package (Permit C-80-003; Volume II, Exhibit J) and <br />pertains to HGLF-KR1. <br />TR-06 5 Revised 05/05 <br />
