TAB 12 <br />FACILITIES <br />Introduction <br />Construction of the facilities at the Hayden Gulch Loadout was conducted during the time <br />period 1978 through 1979 by a pervious owner and permittee, H-G Coal Company. The following <br />sections describe the facilities layout. The 2,000,000 ton per year rail unloading/truck <br />haulage system, which is permitted through Technical Revision TR-06, with anticipated <br />construction in 2005, is presented at the end o£ this section. <br />Sediment and water Control Facilities Plan <br />There are currently two sedimentation ponds located within the permit boundary, The ponds <br />were originally designed and constructed by Morrison-Knudsen Company in May 1980 for the <br />previous operator/permittee, H-G Coal Company. The ponds have been referred to as Truck <br />Loop Pondl (Pond A, Outfall 006) and Rail Loop Pond2 (Pond B, Outfall 007). HGTI identifies <br />the ponds as Trvok Loop Pond and Rail Loop Pond - the ponds aze permitted by the Colorado <br />Water Quality Control Division as industrial wastewater treatment facilities under Permit <br />No. COG-850008. Exhibit 12-2, Surface Water Control Plan Map, shows locations and <br />contributing drainage area for both ponds. <br />The Rail Loop Pond was modified in 1985. A permit revision was submitted (by the previous <br />operator/permittee) to replace the culvert spillway with a trapezoidal spillway constructed <br />of fabri£orm. No other major design modifications have been made to this pond. <br />Certification reports for this pond modification are presented in Appendix 12-LA, Pond <br />Certifications. <br />The Truck Loop Pond was modified by the previous operator/permittee in June 1992. This <br />modification was performed to meet Colorado Division of Minerals and Geology (GONG) <br />regulations regarding separate pipe spillways. A 12-inch diameter culvert was installed <br />above the existing 24-inch diameter Culvert spillway. Certification reports for this pond <br />modification aze presented in Appendix 12-1A, Pond Certifications. <br /> Capacity tables for both ponds are shown on Exhibits 12-3, Trvck Loop Pondl Existing <br /> Condition, and 12-4, Rail hoop Pond2 Existing Condition. Truck Loop Pondl has a current <br /> capacity of 0.97 acre-feet at the principal spillway (24-inch drop inlet pipe), and 1.43 <br /> acre-feet at the invert o£ the emergency spillway (12-inch straight pipe).
