The railroad spur alignment begins with an eastbound connection to the Union Pacific <br />mainline trackage and heads in the southerly direction, crossing Highway 40 approximately <br />1,500 feet east of the Hayden, Colorado town limits. The railroad spur alignment continues <br />in a southerly direction paralleling the easterly side of Routt County Road 37, and crosses <br />the county road just prior to the beginning of the loop track. Loaded trains enter the loop <br />track and unload raw coal at the unloading facility and return empty to the Union Pacific <br />connection for the return trip to the coal supply. <br />The profile grade for the spur was designed to follow the natural terrain, and to minimize <br />excavation and embankment requirements and maintain the required train operation conditions. <br />Figure 12-2 (taken from Permit C-80-003 application package, Volume I, Exhibit MJ shows the <br />railroad spur profile and typical cross-section. <br />The excavation and embankment slopes are 2H:1V or flatter. Prior to excavation and <br />embankment, the topsoil was removed and stockpiled for later use in the reclamation of the <br />railroad. The topsoil stockpile was seeded to prevent erosion. <br />The railroad spur crosses Walker Ditch (a privately-owned irrigation ditch) and the loop <br />track crosses Dry Creek at two locations. Each of these crossings are made by using <br />culverts. The loop track is long enough to handle a unit train consisting of 77 cars. The <br />railroad spur is designed to provide enough trackage so that the county road will not be <br />blocked during unloading operations <br />Support Facilities (2,000,000 Ton Train unloading and Truck Loading System) <br />The facilities area will be modified to accommodate the proposed train unloading and truck <br />loading system. Tha unloading system is similar to the approved unloading design (TR-O5, <br />May 2000), however, there aze several modifications. Some of the existing facilities will <br />be refurbished and used with this proposed coal handling system. Others will be demolished <br />and properly disposed. Under this operations plan, the facility will no longer be capable <br />of receiving raw run-of~mine coal by haul truck and loading the coal on trains for market <br />delivery. <br />Table 12-3, Hayden G131ch Loadout Facilities 5++~++~_+~~, describes the structures for the <br />2,000,000 ton per yeaz operation. The table describes existing structures that will be <br />incorporated into the new operation plan, new structures that will be constructed, as well <br />as existing structures that will be refurbished and relocated. The table also identifies <br />the existing structures (permitted structures prior to TR-O6) not needed for the unloading <br />system that will be demolished and properly disposed. <br />The proposed coal handling system will consist of a train dump hopper (new), a reclaim <br />tunnel and belt conveyor (new) and a radial stacker (new) to unload rail cars. These three <br />components were included in the previous unloading system approved under TR-O5. However, <br />the structures constructed as part of TR-O6 will be slightly lazger to handle the increased <br />TR-06 11 Revised 05/05 <br />
