Just east of the entrance gate to the truck dump hopper, haul road HGLF-HR1 transitions to <br />Seneca Coal Company's Tie-Across Haul Road (TAHR). <br />As part of the 2,000,000 ton per year coal handling revision HGTI will construct the truck <br />loadout haul road (HGLF-HR2). The road has been designed and will be constructed in <br />accordance with CDMG's regulations as described in Appendix 12-3. The location and layout <br />o£ HRLF-HR2 are shown on Exhibit 12-5, Haul Road HGLF-HR2. The proposed road is <br />approximately 861 £eet in length. The alignment extends £rom the TAHR north towards the <br />rail loop; at approximately stationing 2+45 the haul road turns to the west and loops <br />through the truck loading strvcture and then ties back into the TAHR at stationing 8+61. <br />Runoff collection ditches will be constructed on either side of haul road HGLF-HR2 (see <br />Exhibit 12-5 for the ditch configurations and designs), Ditch design demonstrations are <br />presented in Appendix 12-4. There will be four culverts installed as pazt of the <br />construction of haul road HGLF-HR2, while a fifth culvert will be rehabilitated (see Exhibit <br />12-5, Haul Road HGLF-HR2). The culvert design demonstrations aze presented in Appendix 12- <br />4. <br />Access Roads: There is one access road, designed and constructed by the previous <br />operator/permittee (H-G Coal Company), within the permit area. The access road starts at <br />HGLF-HR1 at the west entrance to the facilities area and progresses to the office building <br />and then continues on to the crusher building. The access road alignment is shown on • <br />Exhibit 12-2, Surface Water Control Plan Map. The access road is approximately 20 feet <br />wide, drainage from the road is controlled by existing Ditch 1. The access road has been <br />constructed in accordance with CDMG's regulations as described in Appendix 12-3. <br />Light-Use Roads: On® light-use road was permitted £or the 1,000,000 ton per year train <br />loadout operation. The road extended from the existing Tzvck Dump Hopper along the south <br />side o£ the crvsher building and then looped around the stack tube coal stockpile azea. <br />Moat of this road has been removed as part of the facilities modification - removed portions <br />will be reclaimed in accordance with the reclamation plan and seeded with Seed Mix No. 1. <br />A portion of the existing light-use road will be retained to provide access to the crusher <br />building/ truck dump hopper azea and the railcar unloading hopper. Drainage £rom the road <br />is controlled by existing Ditches 5 and 6. <br />Railroad Spur. The Hayden Gulch railroad spur begins approximately 0.3 miles east of the <br />easterly city limits of Hayden, Colorado. As shown on Exhibit 12-1, Facilities Map, it <br />extends approximately two miles in a southerly direction to the coal handling and train <br />unloading/truck loadout facilities. The approximate track length of the railroad spur is <br />3.3 miles (17,400 lineaz feet). The purpose of the railroad spur is to provide a connection <br />to the existing Union Pacific mainline track for transporting raw coal in rail cars in/out . <br />o£ the Hayden Gulch Loadout facility.
