He is the owner of Church Ranch, and is empowered to act for and on behalf of <br />said ranch in all respects in connection with any applications, petitions, contracts, <br />correspondence, bonds or activities with or before the Colorado Mined Land Reclamation <br />Board under the provisions of the Colorado Mined Land Reclamation Act. <br />2. That all applicable portions of the Reclamation Plan as they pertain to the <br />release area in the Rocky Flats Pit, M-1987-113 have been completed in accordance with <br />Permit and the Rules and requirements of the Act, in the area identified as the release area <br />on Map Exhibit PR-1 attached to this request. <br />3. The U.S. Department of Energy is the owner of the property surface area and <br />Church Ranch is the minerals owner and they have been notified of this partial release. <br />Charles C.
