<br />water table surrounding the lined pit. The aquifer surrounding the site is also large and <br />laterally unconfined. This permits rapid hydraulic dispersion into void areas, or away <br />from mounding areas. The ground water at the site is also an average of 22 feet below <br />the land surface with a saturated thickness of only 9 feet. The depth to ground water also <br />provides buffering from impacts due to potential ground water mounding. <br />Additionally, district water commissioner Bob Stahl visited the Tanabe Pit site on <br />January 19, 2000. He determined that two wells within 600 feet of the future pit require <br />waivers. Other wells near the Tanabe Pit are either owned or controlled by the applicant. <br />The 600-foot waivers have been forwarded to the State Engineer's Office with the gravel <br />pit well permit application. Should impacts from the lined reservoir to surrounding well <br />owners be identified by the SEO, mitigation of the impacts will be addressed by the <br />applicant. <br />Comment 14. Verify if the applicant has any knowledge or information of existing <br />contamination of water and/or soils either within the affected land, adjacent, or nearby areas. <br />• This comment is addressed in the Phase I Environmental Site Assessment Addendum <br />included in Attachment I. <br />Comment 15. The Division suggests that the applicant list wildlife habitat as a secondary post- <br />mining land use rather than industrial/commercial. (If the applicant has plans for development of <br />industrial/commercial property during final reclamation, then the applicant will need to specify <br />where such industrial /commercial property will occur and how it will be reclaimed.) <br />• In association with the Phase I created wetland area, incidental wildlife habitat may <br />occur. However, the applicant would prefer not to designate wildlife as a secondary post- <br />mining land use. The site property is currently zoned agricultura]/commerciaUindustrial. <br />The proposed reclamation for the site is the creation of a lined pit for water storage. The <br />applicant does not currently have plans to reclaim or develop the site for <br />commerciaVindustrial use. <br />Comment 16. The reclamation cost will need to be revised to include itemized costs for the <br />following: 1) backfilling, grading, and revegetation of created wetlands in the Phase I area, 2) <br />pit dewatering costs (assume active mining area during maximum disturbance is full of water), <br />and 3) contingency costs for liner repair (assume 20% of entire reservoir perimeter will need to <br />be ripped, relined with replacement clay/shale, and recompacted to SEO design specifications). <br />• The reclamation cost has been revised to include (1) backfilling and grading of Phase [ <br />area (assume backfilling to two feet above average ground water elevation, 3:1 slopes to <br />crest, and settling of fines contributing 120,000 cubic yards), (2) pit dewatering, and (3) <br />contingency costs for liner repair. A copy of the revised Reclamation Cost Estimate, <br />Exhibit L, is enclosed in Attachment H. A technical revision to the permit that will <br />include a revegetation plan and cost estimate for the created wetlands in the Phase I area <br />will be submitted at a later date. <br />Page 5 <br />
