EXH181T "E"
Reclamation Plan
Reclamation will be effected by grading the slopes of the pit at a
two to one slope, resulting in a depressed triangle upon the premises in
the approximate shape of the green line on Map "B". Stockpiles of topsoil
would be relayered to a dpepth of 6 to 12 feet to support the vegetation.
It should be noted that there are existing piles of topsoil which have
been removed as shown on Map "C-1". In addition, by the contours shown
on the Exhibit "B" map, to the West of the pit is a high point ridge or
crest, and upon the crest of the hill, topsoil exists to a depth of 7
feet and then feathers out in a westerly direction to 5 feet and then to
3 feet. Thus, there is undisturbed topsoil of 4 to 5 acres, to a depth
of 3 to 7 feet, to the West of the area of excavation, which could also
be used by way of leveling down and stripping 1 or 2 feet of topsoil so
as to be able to relayer the triangular depression 6 to 12 inches deep
with topsoil. The disturbed area on the top from which the topsoil is
stripped, would be replanted with wheat, the present ground cover on
this area to continue the seasonal marginal tarming on this part of the
property.
The two to one sloping requirements will necessitate a horizontal
discing so as to minimize erosion and hold the seed when revegetation
occurs. The slopes and the base of the pit will be replanted with a
revegetative mix of 8 pounds of pure live seed per acre of the following
types of grasses and ground cover and in the following proportions per
acre:
1. 3 pounds of Western Wheat Grass;
2. 3 pounds of smooth ~brome;
3. .5 pounds of sand drop seed;
4. 1 pound Russian wild rye;
5. .5 pounds yellow sweet clover.
Reclamation, as set forth above, will be effected no later than one
year beyond the date of performance for this governmental contract as
set forth in Exhibit "I". It is anticipated that with extensions and
additional materials required as set forth in Exhibit "I", that the
contract would be completed no later than April 1, 1980. Therefore, the
reclamation would be complete on this site by April 1, 1981.
With regard to the reclamation schedule set forth above, it is
anticipated as described in Exhibit "B", that the timetable, type of
reclamation set forth above, and the bond to secure the same will be
superseded by the reclamation set forth in the limited impact permit
application submitted contemporaneous with this special permit application.
As a consequence, then, once a limited impact permit is granted to the
operator, the requirements of reclamation under this special permit
would be superseded and the bond released or applied towards the limited
impact permit. Further along, if the operator proceeds to make application
for a regular permit, which he fully intends, the reclamation set forth
in the regular permit would supersede the reclamation in the limited
impact permit. Thus, the reclamation and timetable set forth above
would be the reclamation on the site if the operator does not procure
any further permits, which would supersede or replace this permit on
this site.
EXHIBIT "E" -Reclamation Plan
