<br />Exhibit E -Reclamation Plan (continued) <br />• Mulching will be applied at the same time as seeding at the rate of 2000 lbs. per acre of certified <br />weed-free straw or native hay, which will be crimped into the soil for all areas. <br />6. Weed Control <br />Although weeds are a significant portion of the current vegetation on the site, B&B will take <br />measures to ensure that the reclaimed land is free of weed infestations. Problem weeds will be <br />monitored closely each spring for the first two yeazs to determine if they are invading the area. <br />Weed control will be initiated if the problem becomes serious. The Division will be consulted <br />regarding any weed infestation area and any control measures prior to their initiation. [t may be <br />necessary to control weeds by mowing afrer the first year; the feasibility of chemical weed control <br />methods will be studied should it be necessary. In addition, a combination of mowing and <br />chemical means may be needed to control the problem weeds. The plan does not contemplate total <br />• weed removal on the property. Past experience shows that some initial weed cover in the first year <br />following retopsoiling is beneficial to the reclamation effort. Weeds tend to provide shade for new <br />grasses, are a means of holding snow on the seedbed longer and protect it from wind and water <br />erosion until the planted species have taken hold. <br />7. ReveEgtatioo Success Criteria <br />[t is suggested that revegetation should be deemed successful when the vegetation in the reclaimed <br />area has at least 100% of the perennial cover of the existing azea with a 90% confidence interval. <br />The SCS report shows a total existing cover of 25%, but does not distinguish what percent of this <br />cover are annuals and weeds. Site investigations show that weeds do comprise a significant portion <br />of the total cover. B&B will disregard the weed and annual content on the existing site and commits <br />to restore 90% of the 25% cover or 22.5% for final reclamation. <br /> <br />Carol Ann Permit CDMG Application 31 <br />
