• and disposed of through a closed system perrnitting no discharge to State waters.
As depicted in Exhibit 53, there o-+ill be an "air level" above the top
1 of the retort that brill be separated from the retort by a sill pillar approxi-
mately 50 feet thick. The sill pillar includes the Four Senators strata, vrhich
' are quite inrper•n;eable. After retorting, the air level will 6e sealed ~,+here
necessary to serve as a water collection gallery. The drifts leading from
' the air level slope so that any water accumulating in the galled o-+ill flow
' by gravity to the outcrop or mine o-rater su.nps and thus will not encounter the
retort.
If there were no other mine rvor•kinys, it r•+ould be theoretically
possible for ~;ra~zr tc enter- a retort through a side 5Jd11. NO'.•!e`/2r, any water

' which otherr+ise might enter the retort from the side will be intercepted by
a series of drifts, raises, inclines and other workings and drained a~,vay from
the retort. Thus, mine water will not contact spent shale after the retort
' experiment is concluded and thz retort is abandoned.
As discussed above, retort ~•rater is handled in a closed system during
' operations and is not allowed to enter State waters. After retorting is
completed, any water encountered in a retort. (there should be none because of
the drainage facilities previously described) will be collected in a lined sump
and kept isolated or treated unless and until it is demonstrated that the retort
water contains no harmful substances.

In summary, two approaches are planned in order to protect State waters.
' During retorting, o-rater produced in the retort will be collected, kept separate
from mine r•+ater, and used to make steam. It will not be released except in accord-
' l
ante with the terms of an applicah
e permit. After retorting, mine water will
he intercepted in the air level above the retort and by mine workings around the
retort and will flow by gravity down the mine drifts to the outcrop without cominy
in contact with retorted shale.
1
-5_
