Other Permits and Licenses Required <br />The following permits are needed for the site: <br />RE~~~~~F~Exhibit M <br />DEC 2) 2006 <br />Division of Reclamation, <br />Mining and Safety <br />1) County Special Use - A Special Use Permit is needed with the County Planning and County <br />Commissioner office. This permit has been applied for. <br />2) A County Access Permit will be required through the transportation department and will <br />require improvements to the access. <br />3) NPDES combined process water/storm water dischazge permit - A NPDES permit will be <br />required from the Colorado Department of Public Health and Environment since water will <br />be discharged from the site, although the site will be able to contain a 100 yeaz event. <br />4) APEN - An ADEN is required from the Colorado Department of Public Health and <br />Environment since the site will mine more than 70,000 tons per yeaz. Air emissions permits <br />will be in place for all equipment utilized on site which requires a permit. <br />5) Gravel Well Permit - A Gravel Well Permit with the Colorado Division of Water Resources <br />will be obtained since there will be any groundwater exposed in this operation and water will <br />be used in washing the gravel and losses incurred as a result of gravel mining. The White <br />River in this area is under appropriated, so a substitute water supply plan or augmentation <br />plan is not required. <br />6) A Spill and Containment plan is being developed for the White River City Pit and will be <br />kept onsite at all times since fuel and oils will be stored within the permit area. <br />A USCOE Individual Permit to disturb jurisdictional wetlands may be necessary but this will not <br />be known until a full delineation is done on the wetlands one yeaz after startup. In any case, the <br />wetlands will not be affected in the first yeaz since they aze located on the western side and <br />mining will only start in the east. <br />YVhite River City Pit December 06 N-1 <br />
