The undersigned is the County Road Supervisor for the County of Kiowa,
State of Colorado. As such, he is responsible for construction and
maintenance of roads. These operations require the mining of sand
and gravel, one of such mining operations of which is the subject of
the referenced permit application.
Although they do not wish to give a lease at this time, they stated
that we could use it for as long as we wished, therefore giving us
the legal right to enter and mine the premises which are the subject
of t:he application.

The owners of the land affected by the mining operations have granted
their oral permission to the County for such operations. Compensation
wi1:L be paid at the rate of $.15 per yard for sand and gravel removed.
