~• <br />Referring to the water quality data given above, Cotter will employ a water <br />treatment system designed for maximum removal of Ra-226. This system will be <br />comprised of a settling pond, holding tank, bag filter (to remove solids), <br />manganese dioxide impregnated cotton fiber filters, a flow meter, and associated <br />pumps and pipes. The Mn02 system will have a Ra-226 removal efficiency of <br />approximately 99%. <br />8. Wind and water erosion of the topsoil stockpile will be controlled by the <br />establishment of a vegetative cover. (See page D-4, Section D.5-2) <br />Referring to the mining and reclamation plans, Cotter will commence reclamation <br />of the overburden disposal area at the end of year one and will accomplish <br />reclamation of portions of the overburden disposal area and backfilled pit <br />during each successive year of .the mine life. This will insure protection of <br />the overburden disposal area against wind and water erosion. <br />With regard to wind erosion/fugitive dust emission from all sources, Cotter will <br />comply with the emissions permit requirements determined by the Oolorado <br />Department of Health, Air Pollution Control Division. <br />9. (This response will also address the concern stated during the August 27, <br />meeting and listed as item number 6 in the attached summary.) <br />Figure F-1 depicts the land scheduled to be available for reclamation in temporal <br />sequence. Preoperational test plots will be established and evaluated to assist <br />in the actual land rehabilitation. Observations of native vegetation, other <br />reclamation projects in the area and a concern for forage availability will also <br />be considered. Cotter Corporation considers test plot studies to be a long-term <br />project starting in the fall of 1979, and continuing over the mine life. The <br />establishment of efficient field methods, selection of appropriate equipment and <br />personnel, as well as the determination of the most effective materials are <br />overall goals. The test plot program is based on the need for flexibility, and <br />Cotter will, therefore, attempt to account for changing reclamation technology <br />and climatic variability. To be more specific at this state jeopardizes this <br />flexibility and reduces the effectiveness of the test plot program. <br />-5- <br />
