Sty - 2.05.3 <br />The fast segment of the Elk Creek haul road will extend from the point where the West Valley haul <br />• road connects to the Elk Creek road approximately 400 feet to the tce of the lower Elk Creek Mme <br />porcal bench. This segment of the road will provide full access to the Elk Creek Mine for haulage of <br />coal, coal refuse, mine development waste, men, equipment, and supplies. This section of the road <br />will be constructed as a cut-fill road along the algmnent of the existing road with an average grade of <br />approximately 11 percent. <br />The second segment of the Elk Creek haul road flattens slightly beginning from the norch end of the <br />first road segment and extending approximately 300 feet to another steeper road segment. Similar to <br />the first road segment, this ramp is designed to provide full access to the lower portal bench. The <br />access ramp will be constructed almost exclusively on fill at a grade of approximately 9 percent. <br />The third segment of the Elk Creek haul road includes an initial short (200 foot), relatively steep <br />segment and then flattens along the top of the Ells Creek Mine portal bench. This segment will begin <br />at the top of segment 2 and tun approximately 545 fee[, ending in the open yard area around [he Ells <br />Creek Mme portak. The third road segment will be constructed exclusively on the portal fill bench <br />with an average grade of approximately 8 percent. <br />Drainage control for the Elk Creek haul road will consist of roadside ditches, cross-culverts, <br />alternative sediment conuol structures, and runoff collection ditches that will intercept and route a <br />portion of the drainage to Sedimentation Pond D.. Drainage control for the upper portion of the <br />road (second and third segrnenu) will be provided by the drainage and sediment control structures <br />for the Ells Creek Mute portal bench including collection ditches, berms, and alternative sediment <br />control structures. Roadside ditches, culverts, and alternative sediment controk will provide drainage <br />control for the lower portions of the road (first segment). A culvert crossing will be constructed <br />under the third segment of the road, with a 9-foot diameter steel culvert providing sufficient capacity <br />• to safely pass the flows from the 100-yQaz, 24-hour storm event with a significant rrtargin of excess <br />flow capacity. Drainage design details are provided in Exhibit 2.05-E3, Drainage and Sediment <br />Control Plan. <br />Upper Elk Creek Access Road -The upper Elk Creek access road will tuft between and connect <br />the upper and lower Ells Creek Mine portal benches. This road will be constructed almost entirely on <br />fill and will be approximately 30 feet wide, providing for two-way traffic. Road fill outslopes will be <br />up to 1.SH:1V and the road will be constructed to the same specifications as the Elk Creek haul road. <br />Drainage control will be provided by roadside collection ditches as part of the Elk Creek Mme surface <br />facihties drainage control network with flow from the road surface being routed to Pond D. Road <br />outslopes have been designated as SAE's and will be stabilized by hydro-seeding and hytiro-mulching <br />the outslope areas. <br />Lower Elk Creek Access Road -The Lower Elk Creek access road will run between the first <br />segment of the Elk Creek haul road and the exsting coal stockpile on the east side of Sedimentation <br />Pond D. This road will be constructed along the alignment of the existing Elk Creek road and will <br />require minimal road conctruction/rnodification. Drainage control will be provided by roadside <br />collection ditches. Use of this road will be limited to general access for the north end of the coal <br />stockpile and Sedimentation Pond D. <br />Bear Creek Canyon Road -The Bear Creek Canyon road is an improved public access dirt road. <br />Somerset Mining Company previously used this road to access the Beaz Creek ventilation shah and <br />fan installation and did not improve or modify the road. Since the Bear Canyon facilities have been <br />de-activated and the ventilation site reclaimed, this road is no longer aced in conjunction with mining- <br />. related activities except to periodically check the condition of reclaimed areas and for hydrologic <br />monitotutg. Current use is limited to occasional public access and use by landowners and grazing <br />lessees for lands to the north. <br />PR04 2.05-29. Revised August 2000 <br />
