Please find attached the revised estimate with the following adjustments:
1) Staff made the adjustment to the acreage of the pond to reflect the worst case scenario of 12 acres as opposed to the
total 23.92 acreage upon completion. This was a staff error. Staff also upgraded the pumps to be used to the
maximum size available which reduced the overall pumping time as well.
2) Lewicki and Associates supplied a better detail for the proposed slope establishment of the west bank with auto/cad
technology. Staff does not have access to auto/cad and must rely on calculator and ruler which at times are more
subjective. The new estimate incorporates the auto/cad figures.
3) Lewicki and Associates provided a better detailed drawing of the area to be topsoiled. Here again, auto/cad can
better project the area at the time of the worst case scenario where Division staff has to rely on the final reclamation
map for figures. The total acreage was adjusted down from 16.3 to 12.7 and recalculated. Staff also wen[ with the
average of 15" rather than the top end 18" estimated for replacement.
4) The subject of supervision under the overhead was discussed. The Division feels that a project of this size will
require someone on [he ground to over see the reclamation. However, staff has made adjustments by not including
the hours for the initial pumping as it will take several weeks and only a service person checking the pumps on a
daily basis. This reduces the total hours to those where a supervisor would be on site and thus reduces the
supervisory charges and overhead. By doing so the reduction is actually greater than initially agreed upon.
With the.adjus[ments, the Estimated Reclamation Liability is calculated to be $105,054.00. If this is agreeable, please
contact staff as soon as possible so the Decision Date can be met of May 17`h, 2007. If additional issues remain, please send
a request for a Decision Date Extension to this Office by 5:00 pm tomorrow so that there is time to address them.
If you need additional information, please contact me at the Division of Reclamation, Mining and Safety, Grand Junction
Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, telephone no. 970.241.1 117.
Sincerely, _
.~~
G.
