Alternative Water Supply (783.17) <br />Identify water supplies within and outside of lthe permjit <br />area; identify extent to which the proposed mining activities <br />may adversely impact such supplies; if adverse~impactsmay <br />occur, then identify alternative sources for use as replace- <br />ment supplies--in accordance with 783.17. Locate supplies <br />and sources on maps or other illustration--in accordance <br />with 783.25(f) and (g) and with 783.24(8). All alternative <br />water supply informtion must comply with Colorado water law. <br />i i <br />20. Climatological Information (783.18) <br />More detail is necessary in the precipitation $~~ummaries. <br />As required for the evaluation of the reclamatiion plan; <br />monthly and annual mean, maximum and minimum water equivalent. <br />precipitation totals should be provided. These summaries <br />should be based on at least ten(10) years of data from a <br />station such as Fruita. The data period used should be <br />_ specified. I <br />The Grand Junction wind rose presented in Figur~le 4.6-lneeds <br />clarification. The period of record on which this is based <br />needs to be specified. In addition, the wind direction <br />frequencies in tabular form or in the form of a~lwind rose <br />upon which this extrapolated wind rose vias based should be <br />documented. The adjusted wind rose appears to~lindicate a <br />large percentage of crossvalley flow. The rationale and <br />limitations of this extrapolation should be inq~uded in' the <br />application. Wind rose data are particularly of interest <br />in evaluating air quality impacts. Specific location oaf <br />the monitoring site should be identified on a figure. ~~ <br />Although the initiation of an onsite meteorological monitoring <br />program would not be requested to satisfy the intent of OSM <br />regulations, available onsite meteorological data should be <br />included in the application. Specifically wind speed, wind <br />direction and atmospheric stability data derived from (iif <br />available) should be documented if one or more ~iquarters <br />are available in the data set. ~' <br />21.
