r..

~ III IIIIIIIIIIIIIIII
STATE OF COLORADO RIG MARn D. LoMM. Gnv mno~
DEPARTMENT OF NATURAL RESOURCES
D. Monte Pascoe, Executive Director
MINED LAND RECLAMATION
423 Centennial Building, 1313 Sherman Street
Denver, Colorado 80203 Tel. (303) 866-3567
David C. Shelton
Director
November Z2, 1982
TO: Sandy Emrich
FROM: Jerry Zimpfer ~~-!
RE: Foidel Creek Underground Mine, Surface Water Adequacy Review
(Rule 2.04.7 and 2.05.5(3)).
During the course of my adequacy review for alluvial valley floors, I have
identified a couple of additional concerns that should be addressed in the
surface hydrology section of the PAR.
1. Rule 2.04.7(4)(d) - The records of the State Engineer's Office list
several irrigation ditches on Fish Creek (KO11 Ditch, Mager Ditch, Boettler
Ditch 1st. Enl, and Corliss Ditch) and on Foidel Creek (Lieske Ditch) downstream
from the proposed mining operation. (See attachment.) The applicant should
revise Map I4 of the permit application to identify the point of diversion, and
the area of use. The applicant should also discuss the nature of use and the
status of the diversion.
2. Rule 2.05.6(3)(b)(iv) - On page 2 of my November 5th memo concerning the
adequacy of the surface water sections of the permit application I requested
that the applicant assess the effects of mine water and water from the spoil
dewatering well on the Foidel Creek/alluvial aquifer system. This assessment
should be carried downstream to the point that the changes in water quality
and quantity become insignificant, including assessment of the effects on
Middle Creek and Trout Creek if appropriate.
These concerns should be added to those in my November 5, 1982 memo.
/ys
cc: Ed Bischoff
Jim Pendleton
Dave Craig
Bob Liddle
