Box 58 <br />Delta, Colorado 81916 <br />RE: Cultural and Historic Resources, Blue Ribbon Mine <br />File HC-047-81 <br />Dear Mr. Tate: <br />As per your request 2 am enclosing copies of the correspondence between <br />the Office of Surface Mining and the Colorado State Historic Preservation <br />Officer. The status of the survey referenced in the OSM letter of <br />March 3, 2981 is unknow. As SHPO approval is based upon the recommen- <br />dations of OSM'including stipulations dependent on the results of this <br />survey Blue Ribbon Coal Company should ascertain its status. If this <br />survey has not been conducted BIue Ribbon Coal Company should contact <br />the SHPO to determine what steps should be taken to gain approval of the <br />Blue Ribbon mine plan. <br />It has recently come to my attention that Blue Ribbon Coal Company has <br />addressed correspondence with this office to persons other than Ed Bischoff <br />or myself.. The Division works under a system whereby the Reclamation <br />Specialist makes his Senior aware of recent submittals which require the <br />attention of other specialists. These requests for assistance are then <br />prioritized given a date of scheduled completion and distributed to the <br />appropriate technician. This system requires that all correspondence be <br />addressed to the Reclamation Specialist or his Senior for efficient <br />operation. Please address all future correspondence regarding the Blue <br />Ribbon mine to either myself or Ed Bischoff. <br />It has also come to my attention that inspection reports may not be going <br />to the mine site office in a timely manner. Zt is important that the <br />supervisor on site be aware of a1I Division concerns and be prepared to <br />respond to questions regarding compliance items.
