<br />31 <br />builds a new home 2 yeazs from now within one-quarter mile of the permit azea, how will <br />the applicant ensure its compliance with Sections 4.08.2, 4.08.3, 4.08.4(3), 4.08.4(4) and <br />4.08.4(8), among others? <br />182. Describe the specific site access control equipment and procedures to be used to comply <br />with Sections 2.05.3(6)(a)(iii), 4.08.4(5), and 4.08.4(8). Will certain roads have cattle <br />guards? Will there be guard shacks erected at certain points? Will fences be installed <br />azound the blasting area limit to prevent access by livestock and unauthorized personnel <br />to the blasting sites? Where will blasting signs be posted? <br />Rule 4.09 Disposal of Excess Spoil <br />183. (Jim Pendleton provided comments for question #183.) <br />Hollow Fi11 Construc[ion (Page 2.05-] 0) <br />From review of the mine plan documents it does not appear that all the fills being <br />proposed at the Lorencito Canyon Mine qualify as Head of Hollow Fills, addressed under <br />Rule 4.09.3. In actuality, several of the proposed fills depicted on Map 2.05.3-1, as <br />determined by the steepness of their footprint areas, appear to constitute Valley Fills, <br />subject to the more stringent requirements of Rule 4.09.2. A preliminary tabulation of <br />proposed fill characterization, prepared by the applicant's geotechnical consultant, is <br />presented within Table A on page 4 of Exhibit #13. <br />Spoil Transportation Zones (Page 2.05-11) <br />This section of the application describes zones which will be the location of dozer pushing <br />or gravity movement of overbtuden and interburden from the area where it is excavated <br />to the fill for final placement. The application specifies that these areas will be restored <br />to their original condition. However, inadequate description of the preparation of these <br />zones is provided within the application. Will topsoil and subsoil be salvaged from these <br />areas and stockpiled prior to spoil transportation? Will they be reshaped to accommodate <br />the transportation of spoil? Description of activities within these areas was also <br />overlooked in other sections such as application section 2.05.3(5), entitled "Topsoil". <br />Rule 2.05.3(6) Overburden <br />Surface Mine (Page 2.05-36, First Paragraph) <br />'I'bis section states that excess overburden will be placed in head of hollow fills.
