<br />125. Based on the information provided on page 2.06-5, the application is in compliance with <br />these Sections of the Boazd's Regulations. <br />Rule 4.02 Signs and Markers <br />126. How will the perimeter of the permit azea be mazked (Section 4.02.3)? What will the <br />distance between mazkers be? <br />127. How will stream buffer zones be marked? What will the distance between markers be? <br />Rule 4.03 Roads <br />128. Please provide the plans, drawing and designs for all haul roads proposed to be <br />constructed within the permit area. These should include specifications for each road <br />width, road gradient, road surface, road cut, fill embankment, culvert, bridge, drainage <br />ditch and drainage structure (Section 2.05.3(3)(c)). These plans and drawings should <br />demonstrate that the haul road designs were based upon geometric criteria appropriate for <br />the anticipated volume of traffic and weight and speed of vehicles to be used (Section <br />4.03(1)(c)). <br />The designs must be prepared by, or under the direction of, a qualified registered <br />professional engineer experienced in the design and construction of roads. The designs <br />must also be certified by a qualified registered professional engineer experienced in the <br />design and construction of roads, as meeting the requirements of Section 2.05.3, current <br />and prudent engineering practices, and the design criteria of 4.03.1 and 4.03.2 (Section <br />2.05.3(3)(c)(vii)). <br />129. On page 2.05-13, it is stated "haul road and access road preliminary designs, construction <br />drawings and as-built drawings are certified by a qualified registered professional <br />engineer". Please revise this, as-built drawings should not have been certified yet. Please <br />also revise this to state that the designs were nrepazed by, (not just certified by), or under <br />the direction of, a qualified registered professional engineer, experienced in the design and <br />construction of roads (Section 2.05.3(3)(c)(vii)). <br />130. On page 2.05-13, it is stated that "A number of best management practices will be <br />employed to minimize erosion and contributions of suspended solids to streamflow." <br />Plcase revise this, in accordance with Section 4.03.1(1)(6), to read "To the extent possible <br />using the best technology currently available, haul roads will not cause damage to fish, <br />wildlife, and related environmental values and will not cause additional contributions of <br />suspended solids [o streamflow or runoff outside the permit area". <br />131. On page 2.05-17, it is stated in the second paragraph that haul roads may have "pitches <br />up to 15% for distances not exceeding 300 feet". This should be revised to read "pitches <br />up to 15% fur distances not exceeding 300 feet within any consecutive 1000 feet" (Section <br />
