I suspect, that under <br />saturated (swollen) conditions these soils may exhibit altered material <br />strength characteristics. Further, the altered strength of the swollen <br />soils may significantly change the stability of reclaimed fills constructed <br />of these materials. <br />General Conclusion <br />I assume that my extensive additional earlier adequacy comments will be <br />addressed by the applicant's general consultant in subsequent submittals. <br />However, I am aware from previous comments that the applicant desires to <br />expedite the issuance of the Bowie #2 permit. To date, few of my earlier <br />geotechnical concerns have been resolved. I suspect that the applicant and it's <br />consultants do not appreciate my opinion of the magnitude of the geotechnical <br />inadequacies which remain unresolved.
