The applicant states that surface water sampling points one through four, <br />not including point 5, will be monitored quarterly. sampling point 5 <br />(shown on Land Use Map 2.04.3(2)(a)-IJ should be monitored quarterly - at <br />least until a year's worth of data is obtained. Sampling parameters are <br />included in Appendix B. Baseline analyses submitted do not include <br />temperature, total suspended solids, total combustible solids, aluminum, <br />nickel and sulfide. In addition, only one sample analysis was submitted <br />for baseline conditions. One sample is not sufficient to show seasonal <br />variations in water quality. Also, water disclrarye measurements should <br />be recorded each time a quality sample is taken. <br />3. For all streams in or adjacent to the permit area, minimum, maximum, <br />and average discharge conditions which identity critical low flow and <br />peak discharge rates sufficient to identity seasonal variations must be <br />submitted. Each stream should be classified as ephemeral, intermittent, <br />or perennial. <br />2.04.7 (3) Alternative Water Supply Information <br />Since there is a possibility that the alluvial aquifer, as a source of potable <br />water (including the Carson well), may he .interrupted by mining activities, <br />alternative sources of water supply to replace existing .sources must be <br />identified. Information submitted should include source-Loco ti on, quantity <br />and quality data, a distribution scheme, and its computability with the <br />post-mining land use(s). If the subcrop is to be mined, it must be <br />demonstrated by the applicant that the approximately 100 to 1000 gal/min that <br />is estimated to be lost to induced recharge along the Icngt/r of the subcrop <br />(see page 61 of the mine plan) will not in fact interrupt water supplies (both <br />quantity and quality) for the wells in question. Statements made throughout <br />the mine plan are confusing as to whether or not the subcrop is to be mined. <br />2.09.8 Climatological Information <br />Conclusions about site wind patterns drawn from data collected at Grand <br />Junction should be substantiated by an inclusion of the data involved. <br />If data from a more Local source is available it should he included with <br />the plan. This would give a hetter picture of possible magnitude and <br />location of fugitive dust depositions. <br />.9 Soils Resource Information <br />1. Rule 2.04.9(1) requires that the applicant provide adequate soils <br />information for portions of the permit area to he disturber) by surface <br />operations. In this case, the areas of concern arn_ the approximately 17 <br />acres in the refuse disposal site, approximately 5 acres to he disturbed <br />in the "D" portal yard area and 2 acres to be disturbed by construction <br />of the proposed sediment pond. In comparing the Soils Map and the Proposed <br />Surface Disturbance Map, it appears that samples 7'5-14 through TS-28 <br />were taken in the previously undisturbed area that is to be covered by the <br />refuse pile. The applicant should verify these assumptions, if they are <br />correct. The acreage of previously undisturbed land from which topsoil will <br />be stripped should be specified. <br />
