Dept. nt ~~,,:ar21 .`,,,u~,rr,?S <br />The revised mine plan submission for the Bear `line arrived yesterday. <br />The plan involves significant extension of the mine workings beyond <br />what we discussed and approved during the last few raee4;s. Inclusion <br />of this proposal within the context of the August 24 approval is not <br />possible. <br />Tire material submitted yesterday will be reviPwr_d fur completeness <br />in [ire coming 90 days. <br />As you may he able to infer from your brlel discussion with the USCS <br />and my letter of September 20th, some assessrucnt concerning subsidence <br />control/monitoring, ground water impacts, etc. will crave to be submitted <br />as part of this proposal. Among other items, this lulurmation does not <br />appear to be included on [he maps submitted. <br />I am somewhat perplexed at the insistence of the company for such a <br />major revision - following immediately upon the Heels of another <br />previous "emergency" major revision; 'especially when the new revision <br />is a logical extension of the mine following the August 24 approval. <br />Further, I would like to note for the record that representatives of <br />[he company stated to me during Che August 20 meeting that mining <br />[he se areas was sometime in [he fuwr.e. It was clear from [he con- <br />text that [he reference pertained to substantially more than 30 days <br />into the future. <br />I believe that cunslderatiun should be given to u mute sysCematic and <br />long-range planning, permitting and approval process for the entire <br />operation. Continual, small and incremental adjustments in the formal <br />plan will prove [o be time-consuming and an inefficient use of both <br />the company's planning resources, as well as the [ethnical resources <br />of .the government. <br />~~ ~ _ i <br />
