Cox 2~~fdy i" .V <br />RE: Review of McClane Cany""one/ M6i~ne Permit Application: <br />Geology, Ground Water, and Surface Water <br />I have noticed several areas of concern during my review of the McClane Canyon <br />Mine permit application. These concerns should be handled as stipulations to <br />the permit- The following materials are in the form of proposed justifications <br />for stipulations and stipulations to the permit. <br />Geology (Analyses of Roof, Floor, Interburden, and Coal) Rule 2.04.6(2) <br />Only a partial analysis of the Cameo coal seam was included in the permit appli- <br />cation. The applicant has not provided analyses of the interburden and floor <br />materials. At present, the only potentially toxic, acidic, saline or alkaline <br />material exposed to atmospheric weathering and leaching is the coal. The coal <br />is exposed in an open stockpile on the mine bench. Without a complete chemical <br />analysis of the coal, an assessment cannot be made of the hydrologic impacts <br />of the coal stockpile. Therefore, the following stipulation is required by <br />the Division to find the applicant in conformance with 2.05.6(3): <br />Sheridan Enterprises, Inc. must analyze the run of the mine coal, <br />contained in the coal stockpile for the parameters contained in Appendix <br />A, Baseline Overburden Chemical-Mineral Analysis. This analysis <br />shall be submitted to the Division within 60 days following the issuance <br />of the permit. <br />Since the present mine is dry and since presently no waste rock or coal processing <br />waste are generated during the mining operation, no analysis of interburden <br />and floor rock will be required of the applicant by the Division. The roof <br />material consists of 8 to 11 feet of Cameo coal and an analysis of the coal will <br />satisfy this requirement. Other mines which mine the Cameo seam, however, gen- <br />erate both waste rock and coal processing waste and have to discharge water <br />from their mines. Should the applicant either experience mine inflows, or have <br />to dispose of waste rock or coal processing waste in a surface pile, the appli- <br />cant must provide to the Division an analysis of the interburden and floor <br />materials to assess the impacts of these materials on ground and surface water <br />quality. The following stipulation is, therefore, placed upon the permit to find <br />the applicant in compliance with 2.04.6(2) and 2.05.6(3): <br />H ~ <br />
