a. The baseline data results are discussed and tabulated in appendix 4-3 of the <br />permit application. <br />b. Currently there are three wells that are being monitored at the Carbon <br />Junction Mine. These wells are 17B, 82-4, and 82-1. These wells will be <br />monitored monthly for water levels and quarterly for full suite water analysis <br />until the third quarter 1994, then from this date, semi-annually for full suite <br />water analysis and monthly for water levels. <br />Two additional wells will be drilled and these will be analyzed for full suite <br />water quality for four quarters after they are drilled, then semi-annually for full <br />suite analysis thereafter. Monthly water levels will also be recorded for these <br />wells. <br />c. Three springs, Nos. 1, 2, and 4, will be monitored quarterly through the <br />second quarter 1994, then semi-annually thereafter for full suite water quality <br />parameters. The springs will also be monitored monthly for flow, <br />temperature, pH, and conductivity. <br />2. The applicant will conduct monitoring of surface water in a manner approved by <br />the Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv) and <br />includes the following: (4.05.13(2)) <br />a. Baseline data and results are included in Appendix 4-3 of the permit. <br />b. The current monitoring program will consist of monthly field parameters and <br />quarterly full suite water quality samples. <br />c. NPDES sites (sediment pond outlets) will have monthly maintenance, service, <br />flow measurements, field parameters, and quarterly full suite water quality <br />samples. <br />III. Sealing of Drilled Holes and Underground Openings <br />A. The Division will require that each hole, well or other underground opening be capped, <br />sealed, backfilled, or otherwise properly managed (4.07.3). <br />IV. Disposal of Excess Spoil <br />A. The Division is proposing to approve the use of a disposal area for excess spoil <br />(4.09.1(1)). <br />B. The Division has reviewed the design for [he fill and proposes [o approve it (4.09.1(2)). <br />19 <br />
