Pursuant to our fairly recent telephone conversation, here are our re-
Q J( sponses to the three items you wanted addressed. Z realize that it will
0~ be difficult to address these issues in time for your submittal in
M response to the adequacy review. You may submit your response to these
IY~,/ issues whenever they are completed to your satisfaction.
" (~ 1) Reclamation of the Loadout: The reclamation scheme proposed at the
Q meeting of April 23 will probably be acceptable. Please provide a
J N discussion of comparability of the proposed seedmix (also provide) with
J the surrounding land use for the railroad loop. A method must be pro-
MM vided for the determination of revegetation success. Any baseline data
l
p~
~/
(production from the hayfield) should also be provided. Since there will
be a change in land use for the Loadout, you should indicate comparability
with the surrounding land use and solicit an opinion or comment from
local and regional planning agencies.
2) Sediment Ponds along Nayden Gulch: Submit a plan and proposed
schedule for reclaiming these ponds. Z don't think they're really
necessary since runoff is being routed through NC-8. Upon approval
of the application, you can begin reclamation activities and you will
be able to begin seeding in the fall.
3) Post-Mining Map - AOC: Your proposal must resemble the pre-mining
condition as closely as possible. The first submission is more accept-
able than the second. For channel reconstruction, the standards set
forth in 4.05.4(4) of the regulations must be followed. To demonstrate
stability and geomorphic acceptability of the proposed configuration,
you should provide appropriate cross-sections and a longitudinal pro-
file of the reconstructed stream channel.
