a <br />-6- <br />A permit cannot be issued unless 1t is specified that a reclamation plan <br />for the ponds will be submitted. All three of the ponds were <br />constructed subsequent to August 3, 1977. <br />Retention of the ponds as requested would be in violation of Rule <br />4.05.9(7), as well as Rule 4.14(2)(a). <br />XX. Roads - Rules 2.05.3(3) and 4.03 <br />The applicant has not provided information required by Rule <br />2.05.3(3)(b)(i)(D) specifying whether the existing roads (other than the <br />Pit 4 haul road) meet the design requirements or performance standards <br />of Rule 4. Th7s information must be provided. Cut and fill slope <br />gradients and stability and ditch and culvert sizing and spacing would <br />be the major issues of concern. <br />During the spring of 1983, significant slumping occurred along the <br />north-facing cuts of the Pit 4 haul road. The operator was required to <br />stabilize the cuts (limited grading, seeding, and mulching) and <br />implement a monitoring plan for the purpose of evaluating the <br />effectiveness of the stabilization measures. The monitoring plan should <br />be Incorporated into the application. Upon final abandonment, the <br />degree of success achieved by the stabilization will be evaluated with - <br />respect to final reclamation. If the slide areas are not stabilized, a <br />partial backfill buttress or other measures may be required. <br />/mt <br />Doc. No. 9222 <br />
