a
-6-
A permit cannot be issued unless 1t is specified that a reclamation plan
for the ponds will be submitted. All three of the ponds were
constructed subsequent to August 3, 1977.
Retention of the ponds as requested would be in violation of Rule
4.05.9(7), as well as Rule 4.14(2)(a).
XX. Roads - Rules 2.05.3(3) and 4.03
The applicant has not provided information required by Rule
2.05.3(3)(b)(i)(D) specifying whether the existing roads (other than the
Pit 4 haul road) meet the design requirements or performance standards
of Rule 4. Th7s information must be provided. Cut and fill slope
gradients and stability and ditch and culvert sizing and spacing would
be the major issues of concern.
During the spring of 1983, significant slumping occurred along the
north-facing cuts of the Pit 4 haul road. The operator was required to
stabilize the cuts (limited grading, seeding, and mulching) and
implement a monitoring plan for the purpose of evaluating the
effectiveness of the stabilization measures. The monitoring plan should
be Incorporated into the application. Upon final abandonment, the
degree of success achieved by the stabilization will be evaluated with -
respect to final reclamation. If the slide areas are not stabilized, a
partial backfill buttress or other measures may be required.
/mt
Doc. No. 9222
