LAMM <br />GCVfRNGR <br />July 27,1982 <br />Mr.Barry Rhea <br />Reclamation Specialist <br />Parma Resources Corp. <br />105 E.Kiowa-Suite 200 <br />Colorado Springs,Coloradp-80901 <br />Dear Mr.Rhea: <br />Please find enclosed your approval packet,approved by MSHA,The only other <br />safety precaution that the Colorado Division Of Mines would require,is <br />that when old underground portions of old mines are being exposed or broken <br />into,that all areas immediately near the exposed underground workings,be <br />closely monitored by a Colorado Division Of Mines certified person. Areas <br />shall be monitored for CH4,CB,and black damp,any of which can be very <br />dangerous to human life.By certified person,this means a certified Shotfirer, <br />or Mine Foreman familiar with characteristics of these mine gasses. <br />I received a photostatic copy of the Application To Store,Transport <br />and Use Explosives which Domenic Leone Const.Co,submitted on June 17,1982, <br />and I am issueing a permit to Colorado Coal Mining Company-Mine ~F 1, <br />Bradley Explosives Co,may deliver explosives to your operation,and remove <br />any explosives not used after shots are fired,until such time as you rent <br />or construct a permanent explosives magazine.However,Colorado Division Of Mines <br />does not recognize any Shotfirer certified by ATF, <br />Please refer to Part 1-A-Regulations For Surface Or Strip Coal Mines- <br />Directive 4-1-64 ARTICLE 11-Section 4,e. <br />I am sorry for the delay in processing this permit which you will receive <br />soon,but Mr. Haske has been out of the Denver office due to illness and this <br />was referred to me.My territory is normally on the Western Slope,but looks <br />like I may be elected to visit your territory too. <br />Please feel free to use explosives as described above until you <br />receive your temporary permit, <br />Sincere y, <br />a~ ~.~ <br />McLain O~Connor <br />State Coal Mine Inspector-District <br />P,S.
