Shelton <br />Director <br />COLORADO MINED LAND RECLAMATION <br />423 Centennial Building <br />1313 Shetman Street <br />Denver, CO 80203 <br />Re: Orchard Valley Mine Permit Application Supplementation <br />Dear Mr. Shelton: <br />Accompanying this letter please find Volume XII, "Stability Analysis", which <br />supplements Colorado Westmoreland Lnc.'s permit application filed in its most <br />recently revised version on July 20, 1981. <br />Materials in this volume address stability issues we have been working on <br />with your staff, and in particular Jim Pendleton. OSM, of course, is also <br />interested in this subject. Included now is what we refer to as Phase I of <br />the Geotechnical Study; we have already met with Jim Pendleton and Tom Gillis <br />to review its contents, which essentially consist of a comprehensive geo- <br />technical review of the mine site. Very soon we expect to add to this volume <br />the proposals for Phase II, a more detailed and in-depth study of particular <br />concerns, which we will review with Messrs. Pendleton and Gillis in advance, <br />and our Notice to Proceed to the consultants to proceed. It is our intention <br />to authorize Phase II work as soon as possible and follow it with a Phase III <br />focusing on specific engineering proposals and designs. <br />As you probably noted in the revised application submitted on July 20, 1981, <br />we included both Federal (Volume 1) and State (Volumes 8, 8A & 8B) texts. We <br />did so under the impression that even though Colorado had been delegated pro- <br />gram authority, OSM would require revision of the Federal text and use it as <br />the basis for review. We have learned since that OSM intends to follow the <br />State format and, therefore, will not require updating of the Federal text, <br />Since the need to reference Volume 1 has thus been rendered moot, you may <br />wish to transfer the Table of Contents and the State-Federal Cross Reference <br />to Volume 8. <br />• <br />suesioiaRr pE <br />WE5IMORELA Np <br />C04L COMP4NY <br />
