Box 658 <br />Oak Creek, CO 80467 <br />Gentlemen: <br />Please find enclosed the sewage sludge guidelines formulated by the Color- <br />ado Mined Land Reclamation Division (CMLRD) which I promised to send you. I <br />have carefully reviewed the guidelines with our staff here and have talked to <br />Bob Liddle of CMLRD who authored this document, about possible problems and <br />liabilities which might .be incurred through the application of sewage sludge. <br />Although the document is loosely worded and open to a great deal of inter- <br />pretation we believe that we can obtain appruval frum the CMLRD to use sludge in <br />our reclamation program. At the present time we have received verbal approval <br />from both Bob Liddle and Sandy Emrich of the CMLRD to our concept of applying <br />sewage sludge. Therefore, we can tentatively agree to the concept that EFC <br />accept the sewage sludge produced by the Steamboat Springs treatment facility. <br />However, ve cannot give formal approval at this time because we do not have the <br />approval of the CMLRD. Once typically treated and representative sludge is <br />available all of the parameters in Table 1 will have to be tested. Results of <br />those tests will then have, [o be forwarded to EFC so we can prepare a formal <br />request to the CMLRD. , <br />Although I believe no serious problems will be encountered I must stress <br />that ve cannot at the pcesent time agree to. become the dipository of Steamboat's <br />sludge. Ooce the sludge analysis is available the CMLRD can then make a de- <br />cision as to whether or not our request can be approved, however, until that <br />time absolutely nothing can be done on the part of either EFC or the CMLRD. <br />Once the request has been approved by the CMLRD then EFC will be in a position <br />to work out the specific arrangements with the city of Steamboat Springs about <br />the sludge disposal. <br />%" _ <br />_ f.:' <br />
