C1lmatological Information and Air Resources - Rules 2.04.8, <br />2.05.4(2)(h), 2.05.6(1) and 4.17 <br />The required climatological information is presented on page 2.04-12 and <br />1n Exhibit 6 of the application. The air pollution control plan is <br />provided on pages 2.05-16 through 2.05-17 of the application. Dust <br />suppression on roads will be accomp115hed by surfacing with gravel, <br />periodic watering and regular matntainence. The coal handling facilities <br />and conveyor will be equipped with a water spray system. The applicant <br />has obtained an air emissions permit from ,t he Colorado.Department of <br />Health, Air Quality Control Division. <br />The operation is in compliance with the requirements of this section. <br />XI. Topsoil - Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d) and 4.06 <br />Soils resource information is provided on Map 3, page 2.04-13, and in <br />Exhibit 7 of the application. Information on topsoil salvage and <br />redistribution 1s found on pages 2.05-4 and 2.05-9, respectively. <br />The soil type affected by construction of the B acre cut and fill bench <br />upon which the coal piles and facilities will be located was mapped as <br />Progresso loam. Samples taken by the applicant prior to disturbance <br />indicated a clay loam surface horizon approximately 13" thick. The soils <br />are underlain by coarse rock and gravels of colluvtal origin. <br />The applicant failed to salvage all available topsoil prior to <br />construction. Approximately 5,700 yd3, or a 5" depth from the 8 acres <br />was salvaged. Subsequently an additional 5,300 yd3 has been salvaged <br />from the 5 acre disturbance associated with the haul/access road <br />construction. The haul road will provide permanent access to residences <br />adSacent to the permit area and will not be reclaimed. Thus, a <br />sufficient volume of soil is available to redistribute a 10" depth of <br />soil over the regraded slopes upon final reclamation. <br />In adequacy letters of Apr11 12, and dune 22, 1983, the Division <br />expressed a concern that the 10" replacement depth might not be <br />sufficient to restore the agricultural productivity potential that <br />existed before disturbance, given the fact that the underlying material <br />would be primarily gravel or rock. This situation is further discussed <br />in Section IX of this document. The applicant has subsequently submitted <br />additional information regarding the pre-mine soil conditions (depth, <br />rock content, water holding capacity and bulk density) and a plan for <br />restoration of a soil profile capable of supporting pre-disturbance <br />agricultural productivity levels. This information indicates that there <br />should be little problem with restoring post-mining productivity to <br />pre-mining levels. <br />The operation is in compliance with the requirements of this section. <br />
