<br />44CDl~NC4 <br />The Topsoil Plan in the permit application vas completed <br />utilizing historical topsoil quantities, while the table on Map 15, <br />Topsoil Redistribution was completed with quantities after the 1984 <br />field season. A revised table is shown on Map 15a, Topsoil <br />Redistribution showing historical quantities and areas completed in <br />1983. <br />2. CYCC has requested an exemption from the soil testing plan based <br />upon pre-mine soils information. However, the soils section states that <br />topsoil was removed before soil inventories were required; there is very <br />little site-specific information. Therefore, the basis for the exemption <br />is questionable. CYCC did provide data on the stockpiled topsoils. One <br />sample from each stockpile was taken. Samples of the topsoil stockpiles <br />indicate the soil is a suitable plant growth medium. Before reseeding, <br />however, at least one sample of respread topsoil from each stockpile must <br />be sampled for fertility, nitrogen, potassium, and phosphorus. <br />RESPONSE: <br />In consultation with the Division it has been determined that <br />additional soil testing is not necessary. <br />-23- <br />
