November 18, 199fi <br />Geotechnical Study Evaluation <br />Page 5 <br />In the conclusion of this additional geotechnical study, Maxim Technologies states: "We do not believe <br />expansion of the reclaimed slope fill to be a concern for the longterm stability of the slopes." This <br />conclusion seems unsupported and the conclusion appears to contradict Maxim's earlier statements. The <br />conclusion will require specific justification. We suspect, that under saturated (swollen) conditions these <br />soils may exhibit altered material strength characteristics. Further, the altered strength of the swollen <br />soils may significantly change the stability of reclaimed fills constructed of these materials. <br />The concerns discussed above will require additional analysis. It would be beneficial for BRL to meet <br />with ]im Pendleton to discuss resolution of the pending issues. Please contact me if you would like me <br />to coordinate such a meeting.
