This is a good way of reducing runoff through the <br />permit area: However, the ditches are to be constructed on slopes of <br />517 or more. The steep slope may pose stability, access, <br />maintenance, or reclamation problems. The applicant may need to <br />provide a stability analysis for the diversions to ensure that there <br />is no increased potential for landslides (4.05.3(4)). The operator <br />may wish to explore the possibility of relocating this ditch to the <br />inside edge of the upper bench at the base of the cut slope. Using <br />this dual drainage system, both the runoff collection ditch and the <br />diversion ditch would be located side by side. <br />Rules 2.05.3(6) and 2.05.3(a) - Overburden and Underground <br />~~__~_ <br />In order to satisfy the requirements of Rule 4.09, the applicant will <br />have to demonstrate that the underyround development waste fill will <br />achieve a static safety factor of at least 1.5. The applicant will <br />have to complete a sensitivity type analysis utilizing assumed <br />material strengths for the anticipated waste. Ttie applicant can use <br />locally derived values for the additional materials. In addition, <br />the applicant will need to have the engineer detail the design <br />specifications for the yravel drain. Also the rational for the waste <br />pile volume must be discussed. <br />2. It appears that the surface facilities area might qualify for the <br />~~ steep slope category of special categories of mining, Rules 4.27 and <br />2.96.4. If the applicant would request variances for the steep slope <br />catetory of mining, it may make it easier for the applicant to <br />achieve the minimum static safety factor of 1.3 and other <br />requirements of kule 4.14.2(1)(b). <br />Rule 2.05.6(6) - Subsidence Plans <br />1. The application will need to contain a determination of the existence <br />of renewaole resource lands (i.e., aquifers...) that might be <br />impacted by mining.
