The Division is concerned with protecting surface water use in <br />the Ward Creek Valley, the stream itself and adjacent irrigated lands. <br />Materials pertaining to this issue are being forwarded for review by <br />the State Engineer's office. <br />4) No information has been submitted concerning springs in or adjacent to <br />the permit area. A spring inventory should be conducted and the location <br />of springs shown on a map. <br />5) The applicant should provide a map at an appropriate scale showing the <br />location of all irrigation ditches within the proposed permit area and <br />adjacent area. <br />6) The applicant indicates that several stream channels would be recon- <br />structed as a part of reclamation. The applicant should submit stream <br />channel reconstruction plans showing conformance with performance standards <br />found in Rule 4.05.3 or 4.05.4, whichever is appropriate. <br />Hydrologic Balance: Ground Water (Rules 2.09.5, 2.09.7, 2.05.3(4), <br />2.05.6(3), and 4.05) <br />The Division's croncerns over ground water, water rights, and monitoring <br />issues can be found in the attached memo from Roy L. Cox. <br />Alluvial Valley Floors (Rules 2.06.8 and 4.241 <br />The Division's review has indicated that there is a strong possibility <br />of mining affecting Ward Creek, which is a possible Alluvial Valley Floor. <br />The applicant contends that no Alluvial Valley Floors (A VF) exist in or <br />adjacent to the permit area because the alluvial gravels are an upland <br />deposit by mass movement and that irrigation .is practiced by the furrow <br />irrigation method. No information was provided concerning flood irrigation <br />or subirrigation. <br />The information provided is insufficient for the Division to make a <br />proper Alluvial Valley Floor determination. The following additional <br />information should be provided: <br />1~ A more detailed surfical geologic map of all potential alluvial valley <br />floors in or adjacent to the permit area must be provided. These areas <br />designated as Qgy appear to be a combination of alluvium-outwash, debris <br />flows, and sediment gravels. A more careful mapping would identify those <br />areas which meet the criteria of unconsolidated streamlaid deposits. This <br />map should be verified in the Field by the Division prior to making an <br />AVF determination. <br />
