Traylor, M.D. <br />Executive Director <br />Re: Chimney Rock Coel Compar>,y, Permits C-11,240-1 and -2 <br />Dear Mr. Smaldone: <br />A final approval inspection was conducted at your open pit coal mine by Mr. <br />Scott Miller of the Colorado Department of Health, Air Pollution Control Divi- <br />sion on August 11, 1983• At this time it xas noted that the mining operation <br />was not in compliance xith the terms and conditionh of the permit. <br />The specific conditions not being complied with are as follows: <br />Permit C-11,240-1: <br />"2. Chemical adhesives shall be used on all permanent haul roads and <br />traffic areas to control emissions." <br />"6. Mud and dirt carryout on improved roads shall be removed or prevent- <br />ed. <br />"8. A control plan shall be sutmitted along xith a start-up notice to <br />comply with current regulations." <br />Permit C-11,240-2: <br />'•3. Primary crusher shall be equipped with spray bars." <br />"4. Moisture of the coal shall be maintained at or greater than 3.93• <br />"7.
