• Written concurrence was provided by Bureau of Land Management, Branch of
Solid Minerals in a letter dated September 4, 1985; U.S. Fish and
Wildlife Service in a letter dated December 16, 1985; and the State
Historic Preservation Officer (SHPO) in a letter dated February 8, 1980.
The area reviewed by the SHPO for the 1980 concurrence covered the area
to be approved in the mining plan, as modified, and all cultural resource
recommendations have been satisfied,
The proposed mining plan approval document contains no special conditions
of approval.
The information in the PAP, as well as other information identified in
the decision document included with this memorandum and made available to
the applicant, has been reviewed by Colorado MLRD staff in coordination
xith the OSMRE Project Leader. Other information included: the 1977,
Bureau of Land Management Final Environmental Impact Statement (FEIS)
titled Northwest Colorado Coal and supplemental environmental report; the
1980, OSMRE Environmental Assessment (EA) titled Major Modification to
the Mining and Reclamation Plan For Energy Mine 1 and 2, and the Eckman
Park Extension; the December 1984, BLM EA titled Emergency Coal Lease -
Colorado Yampa Cosl Company, Serial No. C-26914; and OSMRE's
administrative record.
