<br />• FINDING OF NO SIGNIFICANT IMPACT <br />Colorado Yampa Coal Company's <br />Energy No. 1, Energy No. 2 and Eckman Park Mines <br />The technical analysis prepared by Colorado Mined Land Reclamation Division <br />and the environmental assessments (EA) prepared by the Office of Surface <br />Mining Reclamation and Enforcement (OSMRE) and the Bureau of Land Management <br />(BLM) preceding this "Finding of No Significant Impact" identify certain <br />environmental impacts that would result from the Federal approval of the <br />mining plan, as modified for Colorado Yampa Coal Company's Energy No. 1, <br />Energy No. 2 and Eckman Park mines. The permit application package, submitted <br />to the State under its approved State program, proposes a total permit area of <br />6,711 acres, 6,681 acres of which were previously permitted under the <br />permanent program and 30 acres not previously permitted. The permit area <br />encompasses portions of Federal leases C-22644, C-20900, C-128433, C-081330, <br />D-052547, C-16284 and C-26914. <br />The regional impacts of coal mining in northwestern Colorado are addressed in <br />the BLM's Northwest Colorado Coal environmental impact statement, 1977. <br />Site-specific impacts of the existing operations were discussed in the EA <br />prepared by OSMRE, 1981, for a Major Modification to the Mining and <br />Reclamation Plan for Energy Mine 1 and 2, and the Eckman Park Extension, and <br />the EA prepared by BLH, December 1984, Emergency Coal Lease - Colorado Yampa <br />• Coal Company, Serial No. C-26914. <br />The State determined that impacts to the area would result from mining at the <br />Energy No. 1, Energy No. 2 and Eckman Park mines. However, OSMRE finds that <br />impacts would not be significant. <br />Based upon the evaluation of impacts given in the technical analysis and <br />environmental assessments, I find that no significant impacts to the human <br />environment would result from the proposed operations.
