On our last inspection trip of June 22, several deficiencies in sediment control
were identified. The entire sediment control system for the facilities area is
in need of revision. Water which runs off of the coal stockpile at present has
no clear path to either the sediment pond or the pit. As reclamation work is in
process in the obvious path of drainage from the coal stockpile a remedy of this
problem is not practical until the final regrading is completed. Wyoming Fuels
should provide a design for a collection ditch to convey runoff from the coal
stockpile area to the sediment pond and estimate the date of construction.
The south end of the facilities area near the office and shop is drained by a
ditch which does not enter a sediment pond but discharges into an undisturbed
area. Wyoming Fuels needs to provide a system by which runoff from this area
enters either the pit or a sediment pond. This should be done as soon as
possible. A culvert under the road, designed to carry the estimated 10 year
24 hour peak flow and a continuous ditch system will be sufficient.
The provision and acceptance of the revised sediment control system design will
be required prior to issuance of a mining permit.
