<br />encountered by the proposed access road. No live streams will be <br />encountered, but culverts in dry drainages have been previously <br />designed utilizing the SCS method by Dravo Engineers, Inc. Each <br />layer of roadway embankment will be developed and compacted <br />before the succeeding layer is placed. Culverts will be placed <br />at the bottom of fills before any embankment construction occurs. <br />Special embankment stability procedures will be enacted if <br />geotechnical studies indicate such is required to meet Garfield <br />County and MLRD requirements. <br />3. Existing light-use roads used to access monitoring <br />facilities will be brought into compliance with CMLRD <br />regulations. A plan to meet the requirements of Rule 4.03.3 is <br />attached as an insert to existing permit documents. The <br />following is a list of areas addressed: <br />1) As specified in Rule 4.03.3(2)(b) no light use roads are <br />constructed within an ephemeral stream channel. <br />2) No stream fords exist. <br />3) The light-use roads will not exceed grade and pitch <br />requirements of Rule 4.03.3(3)(a)(i) and (ii). Grade and <br />road alignment are shown on Figure 4.1-4a. <br />4) The light-use roads used to access monitoring points <br />were constructed during coal exploration and were constructed <br />using side-cast construction with compaction performed as was <br />necessary to control erosion and maintain the road in future <br />seasons. <br />5) Some seeding of light-use roads has occured and very <br />little erosion is evident over the past three years. <br />
