OF IJrAdW,tbgNSCIURCI <br />TCLERwO NEE <br />OI 9~S.SJ)I <br />wRE• OOC ]03 <br />RE: Empire Energy Corporation <br />Affirmation of AVF Exemption <br />CMLR Letter of February 4, 1981 <br />Dear Jim: <br />Please accept this letter as Empire Energy's under- <br />standing of conversations between you and me on March 4 and <br />6, 1981. <br />Specifically, CMLR has agreed that its letter <br />dated February 4, 1981 from Ed Bischoff of CMLR to <br />Andrew Schissler of Empire Energy represents CMLR's proposed <br />findings on the AVF Exemption claim submitted by Empire Energy <br />to CMLR and OSM on November 12, 1980. <br />The reason for this understanding is based on an <br />unclear right to appeal such findings under the CMLR Rules <br />and OSM and CMLR's willingness to discuss these proposed <br />findings with Empire Energy. <br />Enclosed is a copy of my letter to Don Crane at <br />OSM reflecting a similar understanding and agreement to mod;fy <br />the OSM letter of February 17, 1981 to reflect this under- <br />standing with CMLR. <br />If you or your staff have any questions on this <br />
