<br />• The total area of Energy Mines 1 and 2 and the Eckman Park extension is 6,680 <br />acres (figure 2). The majority of this acreage has already been mined. The <br /> Eckman Park extension will be about 2,400 of the 6,680 acres, of whic h 1,800 <br /> acres will be mined. Approximately 224 acres will be mined per year, which <br /> will disturb 350 acres at any one time during the operation. Annual <br /> production is anticipated to be held at 3.9 million tons, producing a total of <br /> approximately 31 million tons of coal over the proposed 8-year mining period. <br />In the planned expansion, Energy Fuels proposes to construct an additional 5 <br />miles of class I road (4 miles exist presently) for access and haulage and an <br />undetermined number of class III roads as needed. No new railroad lines or <br />facilities will be constructed. The company will maintain existing production <br />and employment levels and use existing plant and loadout facilities, railroad <br />spur, telephone and power lines, and support Facilities. <br />Alternatives (Including the Proposed Action) <br />Proposed action (or Alternative 1) <br />This action is approval with the stipulations necessary to meet the <br />requirements of SMCRA (PL 95-87 ), the initial regulatory program regulations <br />(30 CFR 211 and 710) implementing SMCRA, the performance standards of the <br />permanent program regulations (with the exception of the standards for <br />contemporaneous reclamation-30 CFR 816.100), the conditions of the leases, <br />and all other applicable Federal laws (Fish and Wildlife Coordination Act of <br />• 1934, National Historic Preservation Act of 1966, Archeological and Historic <br />Preservation Act of 1974, the Antiquities Act of 1906, the Clean Air Act, the <br />Clean Water Act, etc.). The proposed stipulations require changes in the <br />reclamation plan, such as: <br />Coal recovery. -By December 31, 1980, the company must submit a plan for <br />underground mining or grade and backfill the highwall area by January 31, <br />1981. No faulted blocks of coal may be left unmined nor may coal seams <br />or coal seam splits 28 inches thick or greater be spoiled or left umined <br />without express written consent from the regulatory authority in <br />consultation with the U.S. Geological Survey (USGS) Area Mining <br />Supervisor. <br />Air quality. -Before mining begins, an existing air-quality monitor must <br />be moved or an additional monitor installed south-southwest of the Eckman <br />Park area. <br />Vegetation.--Similarily comparison for cover production shall be made <br />between reference areas and premising vegetation based on a statistical <br />t test and reference areas and postmining revegetation should include <br />comparisons for diversity approved by the regulatory authority. <br />• - 3 <br />
