The <br />cost of data recovery for cultural resources discovered during <br />lease operations shall be borne by the surface managing agency <br />unless otherwise specified by the authorized officer of the Bureau <br />of Land Management or the surface managing agency (if different). <br />4. Lessee shall comply with all valid and applicable laws and <br />regulations of Federal, State, and local governmental authority. <br />S. All stipulations concerning compliance with the requirements of <br />the Surface Mining Control and Reclamation Act will be included <br />in the document approving the mining plan. <br />• 6. Any rights-of-way that may exist will be protected by making the <br />lease subject to all valid rights existing on the date issued. <br />V.
