<br /> <br /> <br /> <br /> <br />plant species, floodplains or wetlands, wilderness values, areas of <br />critical environmental concern, wild and scenic rivers, and cultural <br />or historical values. <br /> <br />Because of mitigating measures, no significant, important, or contro- <br />versial impacts were found for the following resources discussed in <br />in the Little Puddle Creek Tract Profile and the Air Quality Impact <br />analyses referenced in the affected environment section of this <br />document: geology, soils, water quality, air quality, climate, social <br />values, vegetation, recreation, visual resources, transportation, <br />land use, and noise. <br />Mapping for prime and unique farmland is not complete for Routt County, <br />resulting in a lack of data to evaluate impacts. <br />In an effort to lessen cumulative impacts of leasing tracts containing <br />mule deer, elk, and grouse critical habitat, mitigation has been com- <br />mitted in~the form of a special lease stipulation. This mitigation <br />will reduce population declines to an acceptable level by insuring <br />that the carrying capacity of the recovered or replaced land has the <br />capacity to support applicable indicator species identified in the <br />stipulation. <br />The active prairie falcon nest site will be protected by applying the <br />exception to criterion 13 which will result in a special lease stipu- <br />lation. After consultation with the U.S. Fish and Wildlife Service, <br />it has been determined that as long as lease activities are underway <br />7 <br />
