However, an exception was applied, <br />and the original unsuitability finding was amended to be suitable with <br />specific stipulations (see Exhibit A and B). <br />The tract does consist of two watersheds which drain northward to the <br />Yampa River. Ephemeral tributaries drain the tract to Foidel and Middle <br />Creeks. Major aquifer units in the area consist of the Twentymile and <br />Trout Creek Sandstones of the Williams Fork and Iles Formations respectfully. <br />The proposed tract is rated as a Class IV visual resource management area. <br />The proposed tract is also covered by the 1974 Williams Fork Management <br />Framework Plan, 1977 Management Framework Plan Update, 1979 and 1982 Plan <br />Amendments. The Development alternative is in conformance with these land <br />• use plans and amendments. <br />Social and economic values center around the fact that this tract is directly <br />adjacent to a current mining operation and an existing Federal coal lease. <br />The tract can be economically mined if leased in time to be included in the <br />company's mining sequence. <br />IV. ENVIRONMENTAL CONSEQUENCES <br />This environmental assessment assesses the impacts of the Development <br />alternative. Since the No Action alternative would not impact the natural <br />environment, a Eull assessment on that alternative was not completed. <br />• 5 <br />
