Finding of No Significant Impact
The environmental assessment preceding the Finding of No Significant Impact
identifies certain environmental impacts that would occur from the 1,800-acre
expansion of the Energy Fuels mining operation. The regional and
site specific EIS on the Energy Fuels mines and BLMs 1979 environmental
assessment report on lease tract C-22644 analyzed the impacts of this
proposed expansion, including the adverse impacts to wildlife. Other adverse
impacts would be appropriately mitigated to prevent harm to the environment by
environmental-protection measures specified in the mine plan and by
stipulations that have been attached to the proposed plan approval.
Based on the evaluation of impacts in OSMs environmental assessment, in the
previous BLM regional and site-specific EIS, and in BLMs environmental
assessment report, we find that no significant impacts to the human
environment other than those previously identified and evaluated in these
documents would resulC from this operation. Therefore, an additional EIS is
not required, and I am recommending that the subject major modification to the
mining and reclamation plan be approved with stipulations.

- 19 -
y
°Date
