-2-
V. Hudroloaic Balance: Surface Water - Rules 2
05.3(4), 7.05.6 (3 ), and 4.05
Surface water information is located on pages 2.04-44 and 2.04-45 of Volume I.
Sediment and drainage control plans are presented on pages 2.05-13 through
2.05-22, and 4.05-3 through 4.05.7 of Volume 1 of the permit application,
and Section V of the Response Volume.
The applicant has provided a qualitative analysis of surface water
environment. No quantitative data on stream flow and stream water quality
has been submitted by the applicant. The applicant has not submitted a
detailed surface water monitoring plan.
Since the water contained in the old flooded mine workings are toxic,
and since this water will be pumped and eventually have to be disposed of,
detailed surface water quality and stream flow characteristics are needed
in the formulation of a water treatment plan. Inadequate data information
is available to determine the impacts of any planned or accidental
discharge of water dewatered from Flooded mine workings. The following
monitoring frequency and list of field and water quality parameters are
stipulated to find the applicant in conformance with Rules
Stipulation No.
THE APPLICANT SHALL NOT MINE OR CONS'TR UCT SURFACE FACILITIES WITHIN
500 FEET OF MAI TLRND ARROYO, GORLI~N ARROYO, AND THE UNIJAMED TRIBUTARY
OF MAITLAND ARROYO UNTIL ONE YEAR OF SURFACE WATER QUALITY AND QUANTITY
HAS BEEN GATHERED ON THESE DRAINAGES.
Stipulation No.
THE APPLICANT SHALL NAVE FIELD MONITORING AND SAMPLING EQUIPMENT ON-
SITE ALONG WITH A PERSON TRAINED ZN THE COLLETING OF FIELD DATA AND
OF WATER QUALITY SAMPLES.
Stipulation No.
THE APPLICANT SHALL INSTALL, MAINTAIN AND MONITOR SURFACE WATER
MONI~RING STATIONS UPSTREAFI AND DOFJNSTR EAM OF THE MINING OPERATION
ON THE FOLLOWING DRAINAGES; iIA ITLAND ARROYO, CORDON ARRO}'O, AND THE
UNNAMED TRIBUTARY OF /fA ITLAND ARROYO.
