Page Thirteen <br />Preliminary Adequacy Review <br />Grand Mesa Coal Co. - Red Canyon Mine <br />April 28, 1981 <br />The monitoring plan shown on the land use map 2.04.3(2)(a)-1 should be <br />amended to indicate the undermined area, or preferably the structures <br />and subsidence monuments should be indicated as an overlay on the "D" <br />and "E" seam mine plan maps. Particular attention should be given to <br />monitoring the area experiencing roof fall difficulties during development <br />of the No. 1 west submain within the southwest 1/9 of the northeast 1/9 of <br />Section I1. Installation of cross-section profile monument Lines should <br />allow the determination of an angle-of-draw and a mechanical subsidence <br />character within the permit area. <br />The monitoring technique proposed for the 12 structures is acceptable, <br />but the proposed surface monuments are not. The driven 5.3' long pipes <br />will be susceptible to normal traffic and freeze/thaw disruption. The <br />applicant should develop a more permanent monument, such as a concrete <br />caison. The application should include a detail of the proposed typical <br />monument. <br />The applicant should specify when the photographic record for the potentially <br />affected structures (page 156) will be made and where it will be maintained <br />for reference by the Division. <br />2.06.8 Alluvial Valleu Floor De <br />2.06.8(3) (b) (i) <br />1. All unconsolidated streamlaid deposits must be mapped both on the permit <br />area and adjacent areas. Agricultural uses have been identified on the <br />permit area but not on adjacent areas. Historic agricultural use3 also <br />need to be discussed. There has been insufficient information provided <br />to make an AVF determination on adjacent areas. <br />2. The Land Use Map does not delineate lands within or adjacent to the <br />permit area which are presently, or were historic~l2y flood irrigated <br />as required by 2.06.8(3)(b)(ii). The location of diversion structures, <br />ditches, dams etc. which are associated with irrigated agriculture should <br />be provided. <br />3. The applicant states that "land within the permit area is considered <br />to be subirrigated based on the presence of ..., aquifers in the area". <br />Subirrigation refers to a situation in which ground water is within the <br />rooting depth of vegetation for at least a portion of the year. There is <br />no evidence, based on soils or vegetation that subirrigation occurs within <br />the permit area. The applicant should clarify this statement. <br />2.10 Maps and Plans <br />I. Rule 2.10.3(2) requires that all maps, plans, and cross-sections included <br />in the permit be prepared by or under the direction of, and certified by a <br />registered professional engineer or professional geologist. None of the <br />maps or plans submitted within the application were certified as required. <br />
