If the applicant proposes to make comparisons between reclaimed and <br />undisturbed vegetation on the basis of reference areas, suitable sites <br />(based on previously mentioned criteria) and on the order of two acres <br />in size should be proposed. If the applicant does not choose to use <br />reference areas, a specific alternative for comparison should be submitted, <br />as required by 4.15.7(d). <br />6. The demonstration of statistical comparability required by 9.15.7(3)(b) <br />would apply for those previously undisturbed areas to be affected during <br />the permit term, should reference areas be utilized. <br />7. The applicant is reminded that the revegetation success criteria of <br />4.15.8 will apply for at least a portion of the affected area. The method <br />of evaluating species deiversity and a method of demonstrating that adequate <br />species diversity has been achieved should be proposed. <br />2.05.4(2)(e)(vii) Soil Testing <br />The applicant should include a soil testing plan for all topsoil reapplied <br />after being stored in a stockpile. <br />2.05.4(2)(g) Sealing of Mine Openings <br />The applicant should submit a plan for the sealing (if proposed) of the <br />recently completed drill holes in compliance with the performance standards <br />of 9.07.3(2). <br />2.05.5 Postmininq Land Use <br />Section appears sufficient. <br />2.05.6(1) Air Pollution Control Plan <br />The applicant should be more specific as to how fugitive dust is to be <br />controlled at the site. Information on unpaved road wetting schedules and <br />the surface stabilizers to be used should be included if possible. Also, <br />any proposed haul road paving should be explained and tentative schedules <br />provided. The applicant should provide information as to how dust emmissions <br />will be controlled from loaded haul trucks and the coal waste fill area. <br />If any background TSP monitoring has been conducted to receive Emission <br />Permit C-12, 980, the data derived should be included with the application <br />(one copy each for the State and OSM would suffice). See comments under <br />2.04.I1 of this letter. <br />2.05.6(3) Protection of the Hydrologic Balance <br />See comments under Section 2.04.7 of this letter. <br />
