Bo~E 226 <br />Delta, Colorado 81416 <br />Dear Mr. Reschke: <br />! 1 ,!~I~• tss~ <br />In reviewing your submission fur the Red Canyon Mine, we believe that addi- <br />tional information regarding employment, residential patterns and commuting <br />practices of employees, transportation information, past studies, and assis- <br />tance to the local communities would be extremely useful in completing our <br />analysis. Therefore, we would like to request your assistance in obtaining <br />this information. <br />L wish to explain the context in which we request an applicant's assistance in <br />providing additional socioeconomic information. in preparing decision docu- <br />ments for particular Environmental Assessments (F.A's) or Environmental impact <br />Statements (EIS's) for Department of Interior actions on mining and reclama- <br />tion plans, it becomes necessary to utilize social and economic information <br />describing the human environment. Often [his information is not in the mining <br />and reclamation plan but is in other reports prepared by the applicant. <br />EA's or EIS's must assess potential social and economic effects of any major <br />decisions contemplated by the Department. I am providing a copy of [he <br />Council of Environmental Quality regulations and the Department's regulations <br />regarding these documents in tl~e event you wish to read our requests in the <br />full context of these regulations. <br />In order that we may work with the applicant, the affected towns, and planning <br />and regulatory authorities, we generally utilize information describing <br />(1) the labor force during different stages of the project, its distribution, <br />and the general income levels; (2) the status of [he applicant's, planning to <br />mitigate impacts or assistance to State, regional, and local authorities; and <br />(3) any information that portrays past or expected effects on the employees. <br />Simultaneously, we are obtaining information from the affected towns, <br />regional, and State agencies regarding services and liousiny, to ensure accurate <br />assessments.
